The Seventh Session of the Board of Representatives (BOR) of the International Consortium on Landslides
The Seventh Session of Board of Representatives of ICL was organized at
Rose Hall of UNU in the morning of 17 November 2008. The activities of
landslide research and capacity building in 2007 and 2008, and new members
of ICL were reported, and the plan of activities in 2009 was examined and
decided. 2008 Varnes Medal and 2007 Best Paper Award were decided. The
enlargement of members of UNITWIN Cooperation Programme to the group of
Integrated Disaster Risk Management (IDRiM) headed by Prof. Norio Okada
was proposed basing on Item IV.2 as Phase two: extending the Programme
to other participants and institutions than ICL members and DPRI/KU. Prof.
Okada presented a short speech on IDRiM to the participants. Enlargement
of Cooperation Network was much appreciated.
The Third Session of the IPL Global Promotion Committee
The Third IPL Global Promotion Committee was organized at Rose Hall of UNU in the afternoon of 17 November 2008 which was chaired by Mr. Salvano Briceno, Director of UN-ISDR, Badaoui Rouhban, Director of Disaster Reduction of UNESCO and President of ICL.
The Committee identified 12 World Centres of Excellence on Landslide Risk Reduction from 11 countries from Europe, Asia, America and Africa based on the recommendation from the Independent Panel of Experts, chaired by Prof. Hans van Ginkel, the former Rector of UNU and the Under-Secretary General of the United Nations.
The Committee decided to organize the Second World Landslide Forum at the Food and Agriculture Organization of the United Nations (FAO) in Rome, Italy in September 2011.
The criteria of the IPL Award of Success was also decided to be identified and conferred at the time of the Second World Landslide Forum.
The First World Landslide Forum
The First World Landslide Forum was organized on 18-21 November 2008 at the United Nations University in Tokyo. It consisted of 4 Plenary sessions and 21 parallel sessions Plenary sessions:
1. Open Forum "Progress of IPL Activities"
Objectives of IPL, IPL projects on scientific/technical research, education (summer school), and landslide investigation and capacity building in Inca's World Heritage Machu Picchu at landslide risk were presented and discussed.
2. Plenary Symposium "Global Landslide Risk Reduction"
Special report "Landslides triggered by the 2008 Sichuan earthquake and their impact" and 4 talks on Prediction, Marine landslide, debris flow mechanism and risk assessment and mitigation strategy were presented.
3. Keynote lectures: Effects of global change on landslide risk, and other lectures on Satellite remote sensing, earthquake-induced large landslides, wild fire, and protection of cultural heritage.
4. High level panel discussion "Landslides in Global Change-How to mitigate risk? Toward the Second World Landslide Forum in 2011".

2008 Tokyo Declaration Strengthening the International Programme on Landslides
(IPL) with UN-ISDR was adopted by participants seeking promotion of cooperation and support
for the landslide risk reduction through the International Programme on
Landslides at the closing session based on the result of high level panel
discussion on 21 November 2008 (Attached)
Those satellite activities were conducted before and during the First World Landslide Forum.
1. Exhibition of Landslides and Risk Mitigation of the World (4 -28 November 2008) at the Exhibition Hall of UNU (2nd Floor)
The color posters of landslides, investigation techinologies and risk mitigation measures of the world were exhibited for one month free of charge to citizens and students as well as participants for the promotion of public awareness and education on landslide risk reduction.
2. International Conference (Satellite Conference of WLF) "Management of landslide hazards in Asian Pacific Region" was organized at Tohoku-Gakuin University, Sendai-city, by the Japan Landslide Society cosponsored by ICL from 11-15 November 2008. It includes the Field trip on large-scale landslides and earthquake induced landslides, Mountain collapse in the Tohoku Region of Japan. During the conference, posters of landslide disasters in Asian and Pacific region were displayed in Sendai-city.
3. The Symposium on Risk Management of World Heritage in Seismic Zone was free of charge organized at U-Thant Hall of UNU by the Ritsumeikan University (UNESCO-Chair on Cultural Heritage and Risk Management), ICL, and UNESCO, UNU on 17 November 2008. Trainees and lectures and a participant from UNESCO (World Heritage Centre) joined the First World Landslide Forum from 18 November 2008.
4. Public Forum "Protection of Society and Cultural and Natural Heritage" and "Landslides for Children was free of charge organized by ICL, UNESCO, UN-ISDR and UNU on 19 November 2008 at U-Thant Hall of UNU. It was aimed for public awareness and children education on landslide risk reduction.
Lectures by Salvano Briceno of UN-ISDR, Badaoui Rouhban of UNESCO, Hideaki Marui, the President of JLS, and talks by Margottini and K. Sassa on Bamiyan, Afganistan and Machu Picchu, Peru for the protection of cultural heritages. 52 children including 3 orphans of the 2006 Leyte landslide, Philippines, children from landslide disaster areas of Yamakoshi-Village and Saijo-city in Japan, and three mayors and 5 teachers presented their activities for disaster reduction in this forum.

Himalaya to Island Arcs in Asiah

The Nepal Landslide Society (NELS) and Japan Landslide Society (JLS) in
collaboration with Centre for Applied Research Development (CARD), Institute
of Engineering, Tribhuvan University, Nepal and International Landslide
Centre (ILC), University of Durham, UK organized an International Symposium
on gLandslide Hazards in Orogenic Zones from the Himalaya to Island Arcs
in Asiah on 25th to 26th September 2005 in Kathmandu, Nepal. Based on
the proposal from the leader of IPL M110 project gCapacity building in
landslide hazard management and control for mountainous developing countries
in Asiah, ICL has decided to jointly organize this International Symposium
at the 3rd Session of the Board of Representatives of ICL held in October

The United Nations World Conference on Disaster Reduction (WCDR) was held
on 18-22 January 2005 in Kobe, Hyogo, Japan. The Conference venue was Portopia
Hotel and the adjoining International Conference Center and the Kobe International
Exhibition Halls, in Kobe, Hyogo Prefecture.It took place immediately after the commemoration of the tenth anniversary
of the Great Hanshin-Awaji Earthquake which struck Kobe and its neighbouring
area in the early hours on 17 January 1995, killing more than 6,400 people
and injuring about 40,000. The Conference build on the findings of the
review of the implementation of the Yokohama Strategy and Plan of Action
of 1994, aiming at: Assessing
achievements and identifying good practices; Defining the remaining challenges,
critical needs and opportunities in disaster reduction initiatives worldwide
and examining emerging issues; and, Developing a set of objectives and areas of
action for disaster risk reduction to implement the objectives of the
Johannesburg Plan of Implementation for Sustainable Development, as essential
conditions to achieve the relevant Millennium Development Goals (MDGfs).
Within WCDR, a thematic session: Two New International Disaster Science
and Capacity Building Initiatives: International Programme on Landslide
(IPL) and International Flood Initiative / Programme (IFI/P) (Tentative
title) were organized by combining two proposed thematic sessions on landslides
and floods. The new merged session was organized by UNESCO, WMO (World
Meteorological Organization), UNU (United Nations University), the Ministry
of Education, Culture, Sports, Science and Technology (MEXT) of the Government
of Japan and ICL. This session focuses on the launching of new international
flood initiative/programme (IFI/P) and the development of the International
Programme on Landslides (IPL) coordinated by ICL. This session is supported
by the Cabinet Office of Japan and MEXT-Japan as well as the International
meeting series fund of the Japan Society for the Promotion of Science (JSPS)
and the MEXT 21 century COE Programme for the Disaster Prevention Research
Institute of Kyoto University.

of Cultural and Natural Heritage, Kyoto, Japan

ICL and the Research Centre on Landslides, Disaster Prevention Research Institute of Kyoto University (RCL/DPRI/KU) organized the Fourth International Symposium on Landslide Risk Mitigation and Protection of Cultural and Natural Heritage, in Kyoto University, Kyoto, Japan on 15 - 16 January 2005.
Topics of the symposium were: (1) rapid landslides - case studies, mechanism,
assessment of run-out area, etc.; (2) Earthquake-induced landslides; (3)
Landslides triggered by heavy rainfall; (4) cultural and natural heritages
at landslide risk - case studies, prediction and assessment, implementation

The new Research Center on Landslides (RCL) has commenced its work on 1st of
April 2003. The International Consortium on Landslides (ICL) together with
the Research Center on Landslides (RCL) will enhance and contribute to the
